Executive Summary:
The construction of the stadium and associated redevelopment and development projects will have significant impact on parking availability downtown. Staff is recommending that the Council provide a temporary delegation to the City Manager during this construction period to temporarily revise fees and parking policy in the downtown area until Council can consider and adopt a comprehensive parking management program. Attached is a resolution confirming administrative flexibility for parking enforcement on the City Manager.


Background:
The Council provided the City Manager administrative authority to address parking issues related to construction of Segra Stadium and other project in September of 2017. That project has been completed. Event parking for games and other activities have resulted in undesirable impacts to businesses in the downtown.

Staff has issued a Request For Proposals ("RFP") for a comprehensive parking management solution for the downtown. Staff will bring forward a recommended vendor to Council for consideration along with any regulatory adjustments necessary to implement that parking program later this year.


Issues/Analysis:
Staff provided Council with a memorandum outlining one potential program designed to address evening employee parking (see attached). Other accommodations are under development based the impacts of different events on diverse business activities.
