Executive Summary:

NCDOT is proposing to construct a widening project along Murchison Road between Pamalee Drive and the Fayetteville Outer Loop.  At the May 7, 2019 Corridor Revitalization Committee meeting, NCDOT provided options to accommodate bicycles and pedestrians along this project.  Their recommendation is to construct a ten (10’) foot wide multi-use path on the east side and a five (5’) foot wide sidewalk on the west side of Murchison Road throughout the project limits.  NCDOT is requesting approval of a resolution that the City supports these recommendations.  Upon approval NCDOT will begin design of the project including these recommendations.

 

Background: 

NCDOT is proposing to construct a widening project, U-4900, along Murchison Road between Pamalee Drive and the Fayetteville Outer Loop.  NCDOT is requesting a resolution of support by the City Council to endorse the inclusion of a ten (10’) multi-use path on the east side of the project and a five (5’) wide sidewalk on the west side of the project.  This proposal was approved by the consensus of the Corridor Revitalization Committee at their May 7, 2019 meeting.  Once NCDOT completes a conceptual design they will schedule public outreach to receive comments from local officials, business owners and other stakeholders in the area.  Currently, this public outreach is scheduled in August 2019.  Right of Way acquisition is scheduled to begin in FY 2022 and construction is scheduled to begin in FY 2024.

 

 

 

 

Issues/Analysis: 

In order to proceed with conceptual designs of this project, NCDOT is requesting approval of a resolution by City Council to support the bicycle and pedestrian improvements.  Once the resolution is approved, NCDOT will begin the scoping and design process for the project.

 

 

Budget Impact: 

There will be future costs associated with the maintenance of the sidewalk and multi-use path.  NCDOT will provide the initial capital construction costs for the multi-use path and the replacement of any existing sidewalk.  The City will be required to provide 50% of the cost of any newly constructed sidewalk along the corridor.  Final estimates of these costs are not currently known, and City Council will have an opportunity to review these costs prior to approval of a municipal agreement with NCDOT.
