Executive Summary:
The Economic & Community Development Department prepares an Annual Action Plan for the use of the City’s allocation of the Community Development Block Grant (CDBG) and the Home Investment Partnership Grant (HOME). The proposed 2019-2020 Annual Action Plan is the fifth year of the 2015-2019 Consolidated Plan. The proposed 2019-2020 Annual Action Plan is being presented to City Council for consideration of approval. The Economic & Community Development Department presented this item for discussion at the City Council Work Session on February 4, 2019. The proposed projects for the upcoming year begin on page 31 of the attached plan.
Background:
The Annual Action Plan is based on goals and objectives of the Consolidated Plan. The goals include: Decent Affordable Housing, Suitable Living Environment and Economic Opportunities. The proposed programs and activities have been designed and established to meet the objectives of these goals. The 2019-2020 Annual Action Plan is based on priorities, goals and objectives of the 2015-2019 Consolidated Plan. This plan is a comprehensive plan addressing the City’s housing, homeless, community development and economic development needs through June 30, 2020. The plan contains goals, objectives and implementing strategies for each of the plan’s elements. The Annual Action Plan describes the activities to be funded or implemented. The 2019-2020 Action Plan is the fifth annual plan of the 2015-2019 Consolidated Plan.
Since this is the last year of the current Consolidated Plan, the Council will be asked to approve a new five year Consolidated Plan this year.
Issues/Analysis:
On April 15, 2019 the City of Fayetteville received notification of its 2019-2020 Community Development Block Grant (CDBG) allocation of $1,443,783 and HOME Investment Partnership Grant (HOME) allocation of $769,913.
The draft action plan was created using current year allocation amounts for both CDBG and HOME. Adjustments made to the draft plan to reflect established allocations, program income, and match funds.
The final 2019-2020 CDBG & HOME Annual Action Plan is attached.
The Annual Action Plan is required by HUD to be submitted no more than 60 days after receipt of HUD’s allocation determination letter. That deadline is June 15, 2019.
Budget Impact:
The Home Investment Partnership Grant (HOME) requires a 25% match. The 2019-2020 HOME allocation is projected to be $769,913, with a match requirement of $192,478.
Options:
• Approve the 2019-2020 CDBG & HOME Annual Action Plan as presented.
• Do not approve proposed 2019-2020 Annual Action Plan and provide direction to staff. (delayed action past June 15 could place the grant funds at risk)
Recommended Action:
Approve the 2019-2020 Annual Action Plan as presented.
