Executive Summary:

Revised bylaws are necessary after City Council appoints the initial thirteen (13) member Millennial Advisory Commission on May 28, 2019. Per the original bylaws and in order to maintain continuity, the Appointments Committee unanimously approved six appointment recommendations to serve an initial term of one year from July1, 2019 to September 30, 2020 and seven appointment recommendations to serve an initial term of two years from July 1, 2019 to September 30, 2021. Staff recommendation is to amend the bylaws by deleting language referring to the aforementioned staggered terms; as appointments after the initial appointments shall be for a period of two years.  In addition, language regarding specifically assigned administrative support is being been replaced with more general direction from the City Manager.

 

Background: 

The Fayetteville Millennial Advisory Commission is being established to advise the City Council on issues relevant to the attraction, retention and engagement of Fayetteville residents between the ages of nineteen and thirty-nine. Draft Bylaws for the City of Fayetteville Millennial Advisory Commission were presented to City Council on March 4, 2019.  The draft Bylaws were referred to the Appointments Committee for greater refinement in April in order to open the application process. Applications for the initial Millennial Advisory Commission were reviewed during the May 3, 2019 Appointments Committee meeting and recommendations are being presented at the May 28, 2019 Regular Meeting of City Council. This companion item seeks to revise terms in office from the initial bylaws to be consistent with other City of Fayetteville Boards and Commissions

Recommended Action: 

Staff recommend Council move to approve recommended revisions to the Millennial Advisory Commission Bylaws as presented.
