Background:
The Fayetteville Public Works Commission, during their meeting on August 25, 2021, approved the bid recommendation to award the contract for the Water Main Encasements Under Railroads (Bruner St., Deep Creek Rd., Langdon St., and Pine St.) to T. A. Loving Company, Goldsboro, NC, the lowest responsive, responsible bidder, in the total amount of $2,061,265.00, and authorized staff to forward this recommendation to the City Council for approval.

Issues/Analysis:
This project consists of replacing uncased sections of existing water mains crossing CSX railroad right-of-way, with new cased ductile iron piping, valves, hydrants, and related appurtenances. The existing water mains are of varying sizes and materials and are located on four (4) sites. This project also includes the abandonment of the uncased sections of water mains.
