Executive Summary:
Bids were received for the Shadow Lawn Aerial Sewer Crossing Replacement. The recommended lowest responsive, responsible bidder is T. A. Loving Company, Goldsboro, NC, in the total amount of $2,767,010.00.



Background:
The Fayetteville Public Works Commission, during their meeting on September 14, 2022, approved the bid recommendation to award the contract for the Shadow Lawn Aerial Sewer Crossing Replacement to T. A. Loving Company, Goldsboro, NC, the lowest responsive, responsible bidder, in the total amount of $2,767,010,00, and authorized staff to forward this recommendation to the City Council for approval.

Issues/Analysis:
Bid was advertised through PWC's normal channels on June 17, 2022, with an original bid opening date on July 13, 2022. PWC received only one (1) bid in response to the initial advertisement, T. A. Loving Company. This bid was not opened, and notice of the bid was readvertised through our normal channels on July 14, 2022, with a bid opening date of July 2, 2022. The readvertisement again resulted in one bid being submitted by T. A. Loving Company.

The bid came in well above what was budgeted for the project in fiscal year 2023. Prices for materials have increased exponentially since the start of the Covid-19 Pandemic and the costs for the project could not have been anticipated over a year ago when the budget was created.
