Executive Summary:

At City Council’s regular meeting on April 12, 2021, Council approved a resolution of support submitted by NCDOT to remove the NC 59 designation from Hope Mills Road between Raeford Road and I-95, south of Hope Mills.  NCDOT originally received the request to remove the designation from the Town of Hope Mills.  As a part of the NC 59 designation removal, NCDOT is required to assign a Secondary Road (SR) # to this route and revise speed limit ordinances to reflect this change.  NCDOT is requesting City Council approve the ordinance to repeal the 45 mph speed limit on NC 59 (old designation) and enact the 45 mph speed limit on SR 1596 (new designation).  This is an administrative action and no speed limit changes will occur in the field.

 

 

Background: 

NC 59 (Hope Mills Road) is a NCDOT maintained route that travels north/south between US 401 (Raeford Road) and I-95 south of Hope Mills.  The Town of Hope Mills made a request to NCDOT to remove the NC route designation with the premise through truck traffic that currently uses NC 59 will utilize other primary routes, such as NC 162, thus reducing through truck traffic within their town limits.  In accordance with NCDOT procedures, NCDOT requested a resolution of support to remove the NC designation from each jurisdiction in which the route travels.  At Council’s regular April 12, 2021 meeting they approved this resolution of support to remove the NC 59 designation.  As such, the NCDOT will assign Hope Mills Road a new designation of Secondary Road (SR) 1596.

 

 

Issues/Analysis: 

NCDOT is requesting City Council repeal the municipal certificate for the existing 45 mph speed limit on NC 59 and enact a new 45 mph speed limit on SR 1596.

 

 

Budget Impact: 

There is no budget impact to the City for this item.

 

 

Options

•  Approve the repeal of the 45 mph speed limit certificate for NC 59 and enact the new 45 speed limit on SR 1596

•  Reject the repeal/enact of the 45 mph municipal speed limit certificates and request additional information

 

 

Recommended Action: 

Staff recommends Council move to repeal the NC 59 45 mph speed limit certificate and enact the SR 1596 45 mph speed limit certificate.
