Executive Summary:
Council is asked to authorize the execution of an engineering service contract for professional services in the amount of $645,811.00 for the Locks Creek Road Drainage Improvement Project for Design Services to the consulting firm Gradient, PLLC.

This qualification based selection of Gradient is utilizing the City's On-Call Professional Engineering Services for Stormwater Systems Design and Construction Administration

Background:
The Locks Creek Road Drainage Improvement Project was identified in the Cape Fear 2 East Watershed Study and was presented to Council at the April 4, 2022 Work Session where it was recommended by staff to move forward with as a capital improvement project. After further analysis, the project was again presented at the June 6, 2022 Work Session where Council provided consensus to move forward with the design of the project.

Budget for design services of the project were appropriated through a budget ordinance amendment that was approved at the June 27, 2022 Regular Meeting to provide funding for the design of the project utilizing Stormwater Enterprise Funds.
