Executive Summary:
Council is asked to adopt Capital Project Ordinance Amendments (CPOAs) 2023-12 and 2023-13 to transfer funding allocated for projects resulting from watershed studies from the specific Watershed Studies Capital Project to the FY23 Stormwater Drainage Improvement Capital Projects. The $3.5 million appropriation was inadvertently appropriated to the incorrect capital project on July 1, 2022.

Background:
On July 1, 2022, Council adopted Capital Project Ordinance Amendment 2023-10 to appropriate $8,000,000 for the Watershed Studies Capital Project. The amount included $3,500,000 of funding for projects that resulted from the watershed studies and should have been appropriated to the FY23 Stormwater Drainage Improvement Capital Projects.

Staff is requesting to correct that oversight by transferring these funds between the two projects.


Issues/Analysis:
None.


Budget Impact:
There is no impact to the current budget as the appropriation actions are simply transferring funds between two capital projects.


Options:
1. Adopt CPOAs 2023-12 and 2023-13 to allow the transfer of funds.
2. Do not adopt CPOAs 2023-12 and 2023-13 and provide staff with further direction.
