Executive Summary:
Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2024-7 to appropriate and additional $1,858,191 for the Terminal Renovations Phase III project, and Capital Project Ordinance (CPO) 2024-9 to appropriate $640,105 for a general aviation access control system upgrade, south general aviation self-fueling station development, a digital display wall installation, general aviation septic system upgrade, a bucket truck, and related ancillary costs.

The source of funding for the requested appropriations is a grant from the North Carolina Department of Transportation's Division of Aviation (NCDOT DOA) in the amount of $2,498,296.

Background:
On August 8, 2022, the council adopted Capital Project Ordinance 2023-08 to fund Terminal Renovations Phase III using $1,870,450 of Federal Aviation Administration Airport Improvement Program dollars. An additional $1,858,191 of funding for this project will come from the FY24 NCDOT DOA grant. Therefore, CPOA 2024-7 will amend CPO 2023-8 to provide total funding for this project of $3,728,641.

CPO 2024-9 will appropriate $640,105 of the NCDOT DOA grant award for the following projects:
