Executive Summary:
Staff is requesting that City Council approve a Municipal Agreement with the North Carolina Department of Transportation (NCDOT) for the update to the Fayetteville Comprehensive Pedestrian Plan. The estimated cost of the Project is $142,500 with a 50% cost share from the City of $71,250. All costs that exceed the estimated total cost of $142,500 would be the City of Fayetteville responsibility. Council adopted the FY2024 Budget Ordinance on June 21, 2023, which appropriated $100,000 in the general fund for the pedestrian and bicycle project.

Background:
City Council's adopted FY2016 Strategic Plan included a Target for Action to implement pedestrian safety initiatives. To meet this direction, staff researched opportunities and learned that NCDOT was accepting grant applications for pedestrian and bicycle planning studies. On December 14, 2015, Council approved Resolution 2017-075 authorizing an application for grant funding through the NCDOT Bicycle and Pedestrian Planning Grant Initiative. On March 4, 2016, staff received notification of grant approval from the NCDOT Division of Bicycle and Pedestrian Transportation.

On February 9, 2023, NCDOT issued a call for grant applications to develop and/or update a bicycle and pedestrian transportation plan. On April 11, 2023, staff submitted a NCDOT application.
