Executive Summary:
East Carolina Community Development, Inc. is a non-profit developer requesting gap financing totaling $683,968 to develop Cliffmore Park Apartments. The complex is located at 5133 Identity Lane, and is 72-unit senior community which will be affordable to households earning below 60-percent of the area median income. The proposed repayment terms are 1% interest rate, over a 20-year term. The loan will be amortized over 30-years, resulting in a final balloon payment. City Council is asked to approve an extension to the previously issued award letter providing funding for Cliffmore Park from the City's Rental Housing Development Program.

Background:
East Carolina Community Development, Inc. (ECCDI) originally responded to the City's Request for Proposals for the 2021-2022 Annual Action Plan. They were awarded $200,000 at that time. They subsequently requested additional funding of $483,968 due to increased costs since the original award.
ECCDI submitted their application for gap financing in response to the Notice of Funding Availability for affordable rental housing development, issued by the Economic and Community Development Department.
