Executive Summary:
NCGS ?160A-299 gives authority and procedures for the City to close a city street or alley. The City of Fayetteville has received a petition from the Parks and Recreation Department to close Carthage Drive to better enhance Senior Center East located between Murchison Road and Filter Plant Drive. The street to be closed is unopened and has never been constructed. Closing the street will not deny access to any property owners. The first step in the process dictated by NCGS ?160A-299 is to have a resolution signed granting the public hearing to consider the closing. Staff would like to set the public hearing for May 13, 2024 which would allow the statutory procedures to be followed. A resolution and map of the proposed closing are attached for reference.
Background:
* The City of Fayetteville has received a petition to close Carthage Drive from the Parks and Recreation Department to enhance Senior Center East.
* NCGS ?160A-299 gives authority and procedures required for the City to close a city street or alley.
* This closure will not land lock any abutting property owners.
* A map of the proposed closure is attached for reference.
Issues/Analysis:
* No access will be denied to anyone as a result of the proposed closing.
* Closing the street will allow the surrounding property to be enhanced with the development of Senior Center East.
Budget Impact:
There is no significant impact to the budget as a result of the proposed closing.
Options:
* Adopt the Resolution calling for the public hearing.
* Deny the request.
