Executive Summary:
Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2019-13 to appropriate $89,959 of revenue from payments-in-lieu-of resurfacing to the FY2019 Street Resurfacing Project.

Council is also requested to authorize the execution of a contract for Resurface Various Streets, 2019 - Phase l. The contract is recommended to be awarded to Highland Paving Co LLC, Fayetteville, NC, the lowest responsive, responsible bidder.


Background:
Capital Project Ordinance Amendment (CPOA) 2019-13 will appropriate $89,959 of revenues from payments-in-lieu-of resurfacing that have been collected from utility companies in accordance with provisions set forth in Chapter 24, Article II, Section 24-72 of the City Code of Ordinances. Under this ordinance, utility companies whose work within a City street degrades pavement to the extent that it meets resurfacing requirements have the option to make a payment in lieu of performing the required resurfacing.

The Resurface Various Streets, 2019 - Phase I contract primarily consists of: resurfacing 23 streets (approximately 9.14 miles), and milling and resurfacing three streets (approximately 1.07 miles).
